November 18, 2024 – North Cowichan, BC – The Municipality of North Cowichan is gearing up for an important day of council meetings on November 20, 2024, with significant discussions planned on housing, infrastructure, climate action, and public safety. The day will feature a special in-camera session followed by a regular council meeting, both of which are expected to address pivotal issues shaping the future of the community.
The day begins with a special in-camera session at 3:30 PM. This meeting, closed to the public as per the Community Charter, will tackle confidential matters including labour relations, municipal appointments, legal advice, and land acquisition or disposition strategies. These discussions reflect North Cowichan’s focus on long-term strategic planning and operational improvements that serve its residents.
The regular council meeting will commence at 5:00 PM in Municipal Hall and will also be accessible via video conference. A packed agenda will provide opportunities for public input and tackle pressing topics. Among the key issues is the council’s consideration of a Temporary Use Permit Amendment for Bell McKinnon Road. This amendment proposes expanding temporary parking facilities to accommodate increasing urban growth and is expected to enhance accessibility for residents and visitors. Additionally, council will address a proposal to amend the Official Community Plan (OCP) to include a 12.5-hectare mixed-use residential and commercial development north of Herd Road. If approved, this amendment would signify a major step forward in meeting North Cowichan’s housing and development needs.

Council is slated to deliberate on the Cowichan Neighbourhood House Association’s 2025 grant application, which seeks $45,000 to fund essential community programs and resources. The meeting will also include a review of plans to enhance North Cowichan’s gateway signage and wayfinding systems, with a phased budget allocation extending through 2027. These initiatives aim to improve the visual appeal and functionality of key community entry points.
Presentations from local organizations and municipal staff will further enrich the discussions. The Cowichan Housing Coalition is expected to present its “Cowichan Vision for Wellness,” a comprehensive plan addressing homelessness and mental health crises through a collaborative, regional approach. Complementing this is the much-anticipated “What We Heard” report from the Safer Community Plan, which captures public feedback on issues of addiction, mental health, and safety along the Trans-Canada Highway corridor. The report highlights community concerns while proposing actionable solutions to enhance public safety and social services.
Climate action will also be a priority. Council will explore recommendations from the Environmental Advisory Committee on expanding solar energy projects in the region. This includes the installation of solar panels at the Crofton Fire Hall and ongoing monitoring of solar performance at the RCMP building. These initiatives are part of North Cowichan’s broader efforts to position itself as a leader in sustainable energy and climate resilience.
Overall, the November 20 meetings will address a diverse range of issues crucial to the future of North Cowichan. Residents are encouraged to participate in the public input sessions and engage with council decisions that will shape the community for years to come.
