North Cowichan Evaluates Tax Exemption Applications for Local Organizations

A key agenda item during the Committee of the Whole meeting on September 10, 2024, involved a detailed review of the 2025 Permissive Tax Exemption Applications. The council evaluated applications from a diverse range of community organizations, places of worship, and non-profits that provide essential services to residents of North Cowichan. The permissive tax exemption program aims to reduce financial burdens on organizations that contribute to the social, cultural, and environmental well-being of the community.

Council reviewed and recommended 100% tax exemptions for several places of worship, including St. Michael’s and All Angels Anglican Church and St. Peter’s Anglican Church, among others. Environmental groups such as the Cowichan Agricultural Society and Cowichan Green Community were also granted full exemptions for their continued efforts in land conservation and community education.

One of the most significant exemptions was awarded to the Cowichan Community Land Trust, which has been instrumental in conserving natural spaces throughout the region. Additionally, recreational and cultural organizations such as the Chemainus Theatre Festival Society and the Cowichan Rugby Club were among the recipients of 100% tax exemptions for the 2025 to 2027 period.

The council expressed unanimous support for these exemptions, acknowledging the essential role these organizations play in enhancing the quality of life in North Cowichan. The meeting highlighted the importance of balancing municipal revenue needs with supporting the valuable contributions made by non-profit and charitable organizations.

Mayor Rob Douglas noted, “By supporting these organizations with tax relief, we are ensuring that they can continue to deliver vital services that benefit all of our residents, from environmental conservation to cultural enrichment.”

The approved exemptions will be formalized in the upcoming 2025 budget, with further reviews planned for future exemptions.
